The Resolve (Turn) of the Younger Sisters
"The Resolve of the Younger Sisters" (妹たちの決意 Imōto Tachi no Ketsui) is the fourth episode of Hyperdimension Neptunia: The Animation. It was first aired in Japan on August 2, 2013.
Plot
In the waste disposal plant, Arfoire and Warechu reveal themselves to the entrapped CPUs. After hearing that one of the Anti-Crystals was taken from Lowee's Basilicom, Blanc reveals that she knew about it- but she didn't know there was more than one. The Anti-Crystals are draining the Hearts' powers, eventually reverting them back to their human forms.
Nearby, Nepgear and IF retreat due to the overwhelming amount of monsters. They return to Leanbox and IF contacts Histoire to ask that she does some research on the Anti-Crystal. The CPU Candidates worry about their sisters and Nepgear feels guilt for not saying something sooner. She brings up that she saw an Anti-Crystal earlier and felt dizzy after picking it up, but it was taken from her before she could determine the cause. Distressed hearing this, Uni also puts her at fault and storms out of the room.
Back in the waste disposal plant, Neptune becomes bored and tries getting Arfoire's attention. She shows the CPU how they are losing their powers and the girls begin to see black liquid dripping out of their bodies. Beneath them is a pool of black liquid.
On a balcony, Nepgear sits alone until Uni returns to apologize for getting upset. She, Rom, and Ram want to help Nepgear come up with a plan to free their sisters. Using Vert's game system, the younger sisters, along with Compa and eventually IF, train in combat and attain the ability to transform. Abnes later interrupts to try to convince Rom and Ram to return to being "normal little girls", but they turn things around on her by convincing her to play with them, manipulating her with their cuteness. She joins them in the game as a monster and batter her around, followed training using the game's AI system, defeating monsters like an Ancient Dragon.
Soon, the girls make plans to train again until IF shows them an image of the confined CPUs, and realizing this public image could cause a crash in their shares, they hurriedly decide to come up with a plan to liberate the CPUs.
The CPU Candidates, IF, and Compa arrive in the waste disposal plant. Fighting their way to the Hearts, the group tries to overcome an overwhelming amount of monsters but Nepgear begins to grow anxious and worries she is at fault for always having to lean on Neptune for help. Realizing that she's been relying on Neptune too much and how she is afraid of becoming stronger than her and holds herself back for her sake. She gains resolve that she must learn to stand on her own in times like this, enabling her to transform into HDD form.

Extra scene
Rather than revealing a tied-up Neptune, IF accidentally reveals the CPU Candidates a picture of Compa in a nightgown as she sleeps. Nepgear blushes and Uni expresses surprise, causing IF to take notice and react with embarrassment as Rom and Ram try to look. IF quickly tries to get them to forget the picture and attempts to suggest that she took it during a sleepover.
Setting
The CPUs are confined in the waste disposal plant in Zune District. In Vert's residence, Nepgear, Uni, Rom, Ram train with IF, Compa, and Abnes using Vert's game system. The group travels to the waste disposal plant and try to liberate the CPUs.
